CBAM CN codes for steel and aluminium: is my product covered?
CBAM covers iron, steel and aluminium by tariff code, not by product name. The Commission's default-value file lists 245 CN codes for these sectors — 221 for iron and steel (chapters 26, 72 and 73) and 24 for aluminium (chapter 76). If the first digits of your code match one of them, your EU customer needs your emissions data; if not, CBAM does not apply to that product.
Type the code from your export invoice. The first six digits are the international HS code, so your own country's tariff code works too.

Scrap and downstream products
Scrap is not a CBAM good: ferrous waste and scrap (7204) and aluminium waste and scrap (7602) carry no default value. Finished articles are covered only where their heading is listed — screws and bolts (7318) and structures (7308) are; kitchenware (7615), nails (7317) and springs (7320) are not. In December 2025 the Commission proposed extending CBAM to around 180 further downstream steel and aluminium products from 2028 (COM(2025) 989). Until that is adopted, only the codes on this page apply.

- Base default value — the lowest and highest country values, in tonnes of CO₂e per tonne of goods, before the mark-up of 10% in 2026, 20% in 2027 and 30% from 2028. Your own country's figure is on its default values page.
- 224 of 245 codes carry values; the rest are headings that group them.

Questions exporters ask
Which products does CBAM cover?
CBAM covers cement, iron and steel, aluminium, fertilisers, hydrogen and electricity, identified by CN code rather than by product name.
For metals, iron and steel sit mainly in CN chapters 72 and 73 and aluminium in chapter 76, from unwrought metal to finished items such as screws, tubes and structures. Check the code on your export invoice against Annex I of the Regulation.

Are small EU importers exempt from CBAM?
Yes — an importer bringing in less than 50 tonnes of CBAM goods a year in total is exempt, so a buyer below that threshold may not need your data at all.
The threshold counts all CBAM goods the importer brings in during the year, not a single shipment.

Where do I find the CN code of my product?
Use the tariff code on your export invoice or on your customer's EU import declaration; the first six digits are the international HS code, so the code you already use for customs in your own country matches the CBAM list up to that level.
The Combined Nomenclature adds two EU-specific digits to the six-digit HS code. CBAM lists some goods at four digits (e.g. 7308), some at six and some at eight, so check the longest part of your code that appears on the list.

Is steel or aluminium scrap covered by CBAM?
No — ferrous waste and scrap (CN 7204) and aluminium waste and scrap (CN 7602) are not CBAM goods, so no default value or emissions data applies to scrap you sell.
Scrap you melt into a covered product enters your own calculation with zero embedded emissions; the fuel and process emissions of melting it still count.

What if my CN code is not on the CBAM list?
Then CBAM does not apply to that product: the importer has no CBAM obligation for it and needs no emissions data from you.
Tell your customer the exact code and that it is outside Annex I. Products made from steel or aluminium are covered only where their own heading is listed — screws (7318) are, kitchenware (7615) is not.
